Basically what the title says.
I cannot get the Beat Mapping track to respond to dragging. This is true for MIDI notes, transients and markers, all of which seemed to work before 12.3. Is anyone else experiencing this as well?

Logic Pro 12.3.1 fixes it, just found out few minutes back. What a relief!

Do your Part: These are user-to-user forums. Apple rarely reads these forums on their own time as it is. So, provide Apple with feedback on this. Apple wont get back to you directly, but the more they hear of this, the more they will know what is going on, and what needs to be fixed.

Beat Mapping broken in 12.3.:
Go into Advanced in Settings, and turn everything on. The settings may have been reset during this update. See the Reply: Beat Mapping won't turn on - Apple Community
