What do you mean by "I pay for extra storage"? Are you subscribing to more iCloud storage?

You are aware, that iCloud is a syncing service, not an extra external storage? The main purpose of iCloud Photos is to keep your Photos Libraries identical and perfectly in sync on all your devices. When you are using iCloud Photos on more than one device and delete photos on one device, they will be deleted from iCloud and all other devices as well to keep your photo libraries identical.

Perhaps you have just changed how your photos are displayed on your iPhone.

1. Go to the Photos app  on your iPhone.
2. Make sure the Library tab is selected in the bottom-left corner.
3. Swipe down to browse photos, then tap Years or Months to go to a specific time in your library. Tap "All Photos" to be sure to see all photos.
4. Tap .
5. Tap View Options. Now you can check for Filters, that might exclude some of your photos.

If the photos got deleted from your iCloud Photos Library, and are really no longer there, call Apple Support. Perhaps Apple support can still recover your precious photos from Apple's iCloud servers and will be willing to oblige in such an emergency.

But it is essential to protect your photos by keeping your own backup copies. Your iCloud backup of the iPhone does not include your photos, when you are using iCloud Photos. You have to save your photos on a computer or on an external drive to keep them safe.
