iPhone Call Screening unavailable in English (Brazil

Device: iPhone 16 Pro Max

iOS version: 26.5.2

Issue: Screen Unknown Callers (Ask Reason for Calling) is unavailable when iPhone Language is set to English (any variant, including English US) while Region is set to Brazil.

Steps I tested:

1. Language set to Portuguese (Brazil), Region set to Brazil. Result: the option Ask Reason for Calling appears normally under Settings, Apps, Phone, and can be selected.

2. Language changed to English (United States), Region kept as Brazil. Result: the option disappears entirely from the same menu. Only Never and Silence remain visible.

3. I confirmed Live Voicemail is enabled, Low Power Mode is off, and I restarted the device after each language change. The option still does not appear with English as the language.

4. I also confirmed Apple Intelligence is enabled and fully downloaded on the device, so this does not appear to be related to an incomplete download.

Question: Is this a known and intentional restriction tying Call Screening availability to a specific language and region pairing, rather than allowing English as an interface language with Brazil as region?
