I just wonder if you downloaded Intel version of the browsers. You need to download Apple Silicon version.

So, what happens when you create an Administrator user. Back up your Mac, prior to creating it. Than, trash this user you've just created.

Download this from Another Device:

See if you can download this from another device, and then transfer it --perhaps -- downloading it to iCloud to the Desktop folder. It may be a corrupt file.

Take it back to the authorized dealer and let them sort it out for you.

Who is the seller? You may have purchased a used one that was not configured properly. Is this a school- or company-owned device? If so, talk with he administrator, asking them to permit this in a profile. Profiles are configured with Apple Configurator.
