I'm trying to create a calendar in Pages 15.2.1. I create a table but no format button appears in the navigator area, only Document, Section and Bookmarks. What am I doing wrong? Thanks.

Look a little closer. There is no format button for a table.
Once you insert a table, and with a Table cell selected, click the Text tab and the Style. That will reveal the panel for that cell text formatting.

I also recommend that you keep the macOS and Pages version current: 26.5.2 and 15.3 respectively.
Here is a calendar result created by an AppleScript that uses Python3, Safari, and Pages v15.3. I just entered the mm/yyyy date and the rest is automatic.
