You cannot delete a locked account from a device, you need to unlock the account first.
If the Apple Account is disabled, and the Phone is in Activation Lock, you will need to get the account unlocked first, once that is done and you can access the account, then you can enter the password for the account on the Activation Locked iPhone to release it.

If the device is activation lock you can request Apple remove activation lock if you can prove ownership of the device via a sales receipt from Apple or an authorized Apple reseller.

If you are not the original owner, then Activation Lock is a security feature to protect the owner from theft. In that case, only the original owner can unlock it. 🔓

Have you, by any chance, come into possession of a used iPhone, only to discover that it is Activation-Locked to someone else? If so, the phone was not prepared properly for resale. If the phone is logged in to your Apple Account, but Apple has locked that account, see If your Apple Account is locked, not active, or disabled - Apple Support . As the others indicate, you cannot log out of a locked account, yourself, although Apple may be able to remove Activation Lock and reset the phone if you have proof of original purchase from Apple or an Apple Authorized Reseller.
