Free iCloud backup space used with no device showing backup
My iCloud use shows 2.1 GB for backups but also 0 devices being backed up so no way to delete. I need to free the space to backup my new iPhone.

Try turning on the iCloud backup for that device and let it complete one backup, then turn it off again and delete that backup. It may have been that the backup was interrupted at one time and never completed, so now it is in the limbo state of the partial storage being used, yet the backup has not completed to let you select it.
I suspect it will automatically be deleted in 30 days like any other iCloud storage that is no longer attached to any devices, but understand it would be desirable to remove it before than.

Please try this
Restart your iPhone: Turn your phone off and back on to refresh the iCloud storage index
Check individual app data: Go to Settings > [Your Name] > iCloud > Manage Account Storage (or Manage Storage). Look for apps storing large amounts of documents or data and delete what you do not need.
Sign out of iCloud: Go to Settings > [Your Name] > Sign Out at the very bottom. Restart the device, then sign back in to force iCloud to re-sync your true storage usage.
Use a computer backup instead: Connect your new iPhone to a Mac or PC with a cable to complete your setup backup locally without needing free space in iCloud.
Thanks WheelieNick for the suggestions. I have an active case with Apple support and have tried each suggestion at their request. So far no solution to the problem. I am backing up to my Mac until this is resolved.

iCloud Backup Not Working:
This isn't your iOS of your iPhone that is being backed. up here --it is snapshot of items that are backed up by iCloud as a service. So, even if you cleared those items, you are NOT going to backup your entire iPhone to it. Go here: What does iCloud Back Up? - Apple Support

What you seen to do, is upgrade your iCloud Drive Subscription. iCloud+ Plans and Pricing - Apple Support
Clear Space Using my User Tips:
See if you need to clear lots of space. System resources may be using up too much services, making it overheat. Internal storage cannot be upgraded. It is what it is.
