My friend bought an Apple Watch series 11 for me in India. He purchased M/L strap size for me and that is lose for me. S/M would be perfect. But the watch is now with me in India. Can I get the strap exchanged for right size?

I believe they view the packet as 1 item so you can't exchange parts of the box content

At least in the U.S., band swaps are absolutely possible on Apple Watches purchased from Apple, subject to the same window as returns. But I don't think it would work in this case since it sounds like the watch was bought in a different country than where the OP is.
Here in the Netherlands band swaps are also possible, but only when bought from apple directly not via resellers
