Hyperlinks are reliant upon DNS services to resolve a human-readable URL to an IP Address. DNS services may intentionally block (or "sink hole") IP Addresses that host inappropriate or malicious content, or are known to have been compromised. Many ISPs also use their DNS service to filter age-appropriate material.
If only some websites or URLs are blocked for sites that you wish to visit, you might consider manually changing your DNS server settings - although you need to consider that known-bad sites and services might also be blocked by other DNS providers.
I suggest using one of the following DNS services - for which IPv4 and IPv6 server addresses are listed:
Quad9 (highly recommended)

If you need to reconfigure the DNS settings for your iPad (or iPhone), these are set individually for each WiFi network that you connect to:
Settings > WiFi > [Your WiFi Network] - tap the blue "i" icon - [DNS] Configure DNS - select Manual
For redundancy, enter all four of the DNS Server entries for the chosen DNS service, one per line, exactly as shown. The sequence doesn't particularly matter; delete any other DNS Server addresses before selecting Done.
