On my Apple Mac Studio M1, I used the Generate Captions command in Final Cut Pro 12.3, and it worked perfectly to create the captions for the portion of the timeline that I suggested. When I extracted the file to create an MP4 video, the captions disappeared. Am I missing a step to keep the captions as I extract a file from this project?

Closed captions can but turned on or off in playback.
You can also "burn" the captions into the video on export.
How you proceed depends on what you want.
When exporting the movie, select the Roles tab and then click "Closed Captions":
The options available depend on what type of captions you have.
For example, here I have some iTT captions, and have the option to burn them into the exported video (so they become permanently part of the video, and no longer able to be turned off).
