Works the same way as all Apple devices, you can set up family sharing.

Multiple logins with disparate Apple Accounts should work.

What have you already tried?

You do want (and likely need) FileVault enabled, and likely also want Fast User Switching enabled, and want System Settings > Users & Groups > Automatic Login > Off

The person will then need to log into the newly-created Mac login and add their Apple Account.
