The .ly domain is the official country-code top-level domain for Lybia. However, many of the domains that are registered there belong to outfits located somewhere else.

If you're not talking about a shortened URL, perhaps you are talking about a family of products called "Healy". I had no trouble finding a bunch of videos on TikTok that promoted Healy, and a Google search turned up this:
