If you’re using the U.S. Education Store, the issue may be the annual purchase limit rather than the credit card.

Apple’s current Education Store terms allow one MacBook per eligible purchaser per year. Parents can also purchase on behalf of an eligible college student.

Since you, and both of your children, have separate eligible/verified accounts, I’d make sure the third order is being placed while signed in under the third person’s own verified Education Store session rather than reusing one of the accounts that already completed a MacBook purchase.

Using the same credit card by itself isn’t listed by Apple as a reason the purchase would be ineligible. Apple can, however, require additional qualifying information or decline an order.

If the third verified account still won’t complete checkout, I’d contact Apple Store Sales rather than regular technical support, since this is an Education Store order issue.
