I need to charge & use my mouse at the same time - both use the USB-C connection

Presumably you refer to a wired USB Mouse - as opposed to a cordless Mouse that has an internal battery?

A wired mouse will obviously only work while connected to a USB port of the host device. For iPad, you'll need an appropriate USB hub - ideally one that incorporates a pass-through USB-C changing port that can be used to charge the connected iPad - and provide power for any other connect USB accessories.

There are many USB Hubs that have a USB-C connection for iPad plus a USB-C PD (Power Delivery) pass-through power connector to which you can connect your USB-C Power Adapter - along with the hub itself incorporating a combination of additional USB-C ports, USB 2.0/3.1 Type-A ports, Ethernet LAN, HDMI, VGA, SD and microSD card-readers - in in some cases, a 3.5mm analog audio/headphone jack.

Perhaps consider Kingston, Anker, Hyperdrive and Satechi - although there are many others from which to choose. A Google Search for USB-C Hubs compatible with iPad will find a number of articles and recommendations. 

If by chance you refer to an Apple Magic Mouse (that has its charging port on the underside of the Mouse) this cannot be used while the mouse is charging.

To offer some clarification here, the USB-C port located within the hinge of an Apple Magic Keyboard can only be used to charge the host iPad. It has no other purpose.

That said, if the iPad is receiving power via the Magic Keyboard USB-C hinge-connector (iPad power being received from the Smart Connector), the iPad's USB-C port is available for other purposes - such as connecting accessory devices and/or a USB Hub.

You can use an usb c dock, I use one from anker, to make your iPad that it has more usb c ports

If you have a magic keyboard, that one also has a usb c port on the side

Unlike the Apple Magic Mouse, the Logitech MX4 mouse places its charging port in a sensible location - within the "nose" of the Mouse.

Using a suitable USB-C hub that features a pass-through USB-C charging port, provides great flexibility. The hub allows connection of multiple USB and other accessories, along with adequate power to support charging of the host device and downstream USB devices.

A USB-C charger for a phone or other gear will very likely work here to charge the mouse, too.
