Is Deecies an official Apple reseller

Apple does not use the term "Official" seller, they have "Authorized" Apple sellers and you can find those using the link provided by Apple here:

Find Locations

It may be semantics, but as Johnathan Burger recommended, if in doubt and not verified by Apple, I would also look elsewhere. The trademarked logo used to designate an Apple Authorized Reseller is here and not seen in the link you referenced:

To my knowledge, there are NO Apple Authorized Resellers on eBay. You couldn't pay me to buy any Apple device on eBay, either.

personally I wouldn’t buy anything off of eBay or facebook.

In addition to the two excellent responses above, “eBay” is often a red flag when it comes to purchasing Apple products.
