I had this issue pop-up on a previous iPhone 11. I noticed a Settings App icon within the Files & Folders section under Privacy & Security of the Settings App. I was surprised it showed the on updated iPhone 17 Pro Max 26.6 twice. I was able to screenshot this screen. Hopefully, someone can tell me what is going on here. Thank you so much.

This is what I see on iOS 26.6.
Go to: Settings → Privacy & Security → Files & Folders → Settings
Check whether:
You can safely turn it OFF if you are concerned.
Now, the Settings will vanish from Settings → Privacy & Security → Files & Folders
Interesting! I have never seen ANY apps within Files & Folders in Privacy & Security, other than what I mentioned in my OP. And when I tapped the second Settings app, it closed the original Settings app and I was back at Home Screen.
The first time I saw the second Settings app, I was on autopilot and just tapped on the Toggle button without even taking a screenshot. Doh! Second time was just recently and this time I took a screenshot.
