Apparently the receipt is incorrect or insufficient, or maybe the iPhone is marked as lost.

With Activation Lock removal unavailable here, you’ll need to regain access to the Apple Account holding the lock.

Did somebody here possibly fall for a fairly common scam that caused a device ownership transfer to an Apple Account managed by a scammer, usually then followed by marking as lost (to block Activation Lock removal) and a ransom request? If so, that iPhone is now and will forever be bricked. (Well, paying the ransom is an option, if you believe the scammers will honor the unlock payment and not just keep the ransom payment and the lock.)

PS: I am not a “Bro”.

Re: “i gave you imei number or serial number”

We are not Apple. It is not a good idea to post such information in a public forum, and it would not help you even if you did.

Since Apple has denied your Activation Lock support request, you will have to come up with the Apple Account ID and password the phone is asking for, unless you want it to remain a “brick”.

This device use my small Brother he forgot everything screen passcode Apple id after I restore the device stuck on Activation Lock

It’s your little brother’s phone now, whatever the original intent here might have been.

If your brother is still using the Apple Account, that usage will block account recovery.

And that activity means account recovery is unnecessary.

Was the receipt from Apple or an Apple authorized reseller, or from a third-party reseller?

Did the owner of this iPhone transfer its ownership to a scammer, seeking some benefit? That’s not reversible.
