Unable to add funds to Apple Account balance using Apple Pay in Wallet app

I can no longer transfer money into my Apple Account balance via Apple Pay in the Wallet app. It directs me to transfer money into my account via the App Store, but unfortunately I’m on a family plan and everything I want to add to my balance would get charged to my dad’s card. Is this a bug, or an intended feature? Do I just have to go out and buy $25 gift cards now instead of being able to simply transfer $5 over?????
