Assuming you are doing this on an iPhone, when viewing your Photos library during the upload process tap on the (...) 3 dots menu, select the "Options" option and then choose a smaller size from there.

If you use the share button, (the box with the arrow on top) and choose "mail" when you send it it will give you a number of options for the size.
