I fear "No" is too simplistic and answer for a complex question.
Specifically:

The answer is, at best, 'it depends...'.
the reason I say that is many-fold.
First off, if you choose to save a document to your Documents folder, then yes, ostensibly, it is saved on your machine - you're right in that part.
However, your system may be configured (via Finder -> Settings -> General) to sync your ~/Documents across devices, in which case everything in your Documents folder is synched via iCloud.
Or, you may have set System Settings -> iCloud -> Saved to iCloud to enable Numbers to save to iCloud (which overrides the Finder setting).
Or you may have enabled collaboration in your Numbers spreadsheet, which uses iCloud for collaboration.
The last option has to be turned on per-document, but in the first two cases, I can't remember what the defaults are on a new OS install, so these may be enabled without you realizing it.
Or one or other option may also have been enabled in the past, and copied forwards through OS updates.
Either way, I'd hazard a guess that the default IS to saved to iCloud, one way or another.
Without knowing the configuration of the system in question, it isn't enough to say 'No', nor 'Yes', for that matter.

No. It saves wherever you tell it to save. In my case it defaulted to Documents the first time I saved a spreadsheet. But you can change it to wherever you want to have it save files

Thank you. I don't save anything to the cloud which is why I asked. So I will check this to verify it doesn't go there.
