annoyed i cannot find my old itunes library when i log into Apple tv. I refuse to pay to stream what I previously purchased

appletv in a browser? (that only offer streaming of appletv+ stuff no access to itunes stuff)
appletv app for windows ? (that support itunes stuff if you login with your appleID)

Purchased-from-Apple music tracks and music albums (buy-tracks) would be linked to your old Apple Account. Be sure to log in and use the same Apple Account when using the service again. Your purchases are yours without end-date (as long as your are in [your account is for] the same country or country-like region). Some tracks might not be available through Apple in other countries.
You could have (and probably should have) downloaded purchased music to a backup drive. Those tracks (.m4a) would be playable without Apple software as well.

Subscription content is not considered a purchase of music. Re-subscribing after a few months might be too long of a gap for retaining your saved library music (tracks, albums, playlists) [other than purchases]. Those user details might be purged after a significant period of not being subscribed (I assume 30 days).
Similar to the 1st section, use the same account to try to reactive the previous library.
If the purging of the library happened, then you have no choice but to rebuild your library from scratch.
The Apple TV website is specifically for their video streaming service. The web player for Apple Music is for the music streaming service. You would need to have the music app on windows to access and redownload past purchases, in order to access those on mobile without an Apple Music subscription you can still use iTunes Match to make your purchases (as well as any other local content) available in the cloud.

I cannot access my previously purchased music library from apple music, I had not used it for some months and now that I am trying to access it through my browser, it does not show. Neither in the apple music app in android.
