Apple is not a bank and it offers limited banking like services, such as Apple Cash, through Green Dot Bank. Bank’s operate under heavy state and federal regulations including oversight, auditing etc.
A decision to debank someone is usually for violation of the terms and conditions that the account owner agrees to when opening the account. It may even include not only internal investigations but possibly state and/or federal investigations as well.
The reasons can be things like transferring funds for commercial purposes, such as paying monthly rent. Employers sending payroll or other payments using Apple Cash. Accounts can be closed for payments to prohibited merchants such as gambling, medical marijuana or purchasing cash equivalents such as gift cards, precious metals, etc.

There is no appeal process and Apple is not permitted to interfere in banking decisions. Remember, the banks are typically following federal and or state regulations.
