Your iPad1 is long ago obsolete and now totally unsupported.

Multiple recent posts suggest that Apple has removed all server-side and re-activation support for obsolete 32-bit devices:

  • iPad1
  • iPad2
  • iPad3
  • iPad4
  • iPad mini1

As such restoring and re-activation of your iPad1 may now be impossible, rendering the iPad unusable.

App Developers have also dropped all support for 32-bit devices - and have withdrawn older versions of their Apps from the Apple App Store. Withdrawal of Apps supporting older models of iPad is making their utility and usefulness significantly of these older models even more limited. Even if you are able to restore the iPad1, you’ll not be able (re)download or (re)install any Apps from the App Store. Most online services also require capabilities not supported by your iPad.

Sorry, while perhaps unwelcome news, your iPad1 has reached the end of the road.

I read lot of msg on the web maybe runing ubuntu then forcing bypassing the setup will sort out this issue ? tks.

The iPad1 fundamentally cannot be updated beyond iOS 5.1.1 - so update isn't even an option.

Device (re)activation is entirely reliant upon Apple's back-end server infrastructure - and if this service is now no longer available for your iPad, activation just won't be possible. The majority of modern online services expect support for TLS/SSL crypto-services that the iPad1 doesn't support.

Sorry, but your iPad1 really has reached the end of the line... regardless of having a new battery installed.

Is iPad connected to Wi-Fi (note your Wi-Fi should have WPA or WPA2 settings)?
You also need a 30-pin dock connector to connect to a computer
Mac OS X v10.5.8 or later or Windows 7; Windows Vista; or Windows XP Home or Professional with Service Pack 3 or later

ckuan,

FYI, please check out this Appple article.

LP and I both suspect it is a probable cause of posts like this. Although old-device activation is not mentioned specifically there, all of these "old iPad won't activate" posts started about the same time if the article's posting (Nov 2025). Most posts involved iPads that cannot run iPadOS 11 or higher. 11 is the new minimum.

LP lists the models affected.
