9th Gen iPad Activation error

i bought a 9th generation apple iPad secondhand (A2604). at first in store, it switched on perfectly, everything worked great, however we could not connect it to any source of internet / wifi because the store owner would not allow anyone to connect to his wifi. Anyway, everything seemed good and we bought it.

got home and wanted to set it up. It was already reset and all and we wanted to log in with our icloud details. we continuously got the error "could not connect to server" and what. we checked the date and time and we made sure everything is absolutely 100% as like our mac and iphones and every other apple device. We even could not check for any software updates.

so eventually, we managed to download and update the software via the mac and everything went well.

now we are on the activation issue. Trying to connect and activate via the mac, we get the (-54) error. Unknown error occurred. it is connected via WiFi but we cannot do anything, enter settings or even home on the tablet. it is stuck in the Activation thingy and it continuously fails to activate.

so is there anything i can do?

If you are experiencing difficulties with (re)activation of your iPad, you may have more success if you connect your iPad to a Windows PC (with iTunes for Windows installed) or a Mac (with iTunes or Finder - as appropriate for the installed version of macOS). Once connected to your computer, your iPad will be detected - and you should be able to activate using iTunes.

  1. Make sure that you have the latest version of macOS or the latest version of iTunes.
  2. Check that your computer has an Internet connection.
  3. With the cable that came with your iPad, connect your iPad to your computer. Locate your device on your computer.
  4. Wait while your computer detects and activates your iPad:
  • If you see an alert that shows "Set up as New" or "Restore from Backup", it means your iPad is activated.
  • If you get an error message that says the "activation information was invalid" or "activation information could not be obtained from the device", use recovery mode to restore your iPhone.

A restart of your WiFi Router may also be helpful.

To restart you home router, disconnect power - then wait at least 30 seconds before restarting. When you router has rebooted (which may take several minutes), force-restart your iPad:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

Addendum

For reference, here is Apple's advice for checks that you should perform when purchasing a previously used device:

Check for Activation Lock before you buy a device from someone else

Before you buy an iPhone, iPad, or iPod touch, from someone other than Apple or an authorized Apple reseller, make sure that the device is erased and no longer linked to the previous owner’s account. Follow these steps to check if the device is ready to use:

  1. Turn on and unlock the device.
  2. If the passcode lock screen or the Home screen appears, the device hasn't been erased. Ask the seller to completely erase the device by going to Settings > General > Reset > Erase All Content and Settings. Don't take ownership of any used iPhone, iPad, or iPod touch until it's been erased.
  3. Begin the device setup process.
  4. If you're asked for the previous owner’s Apple ID and password, the device is still linked to their account. Hand the device back to the seller and ask them to enter their password. If the previous owner isn't present, contact them as soon as possible and ask them to use a browser to remove the device from their account. Don't take ownership of any used iPhone, iPad, or iPod touch until it has been removed from the previous owner’s account.

You will know that a device is ready for you to use when you're asked to "Set up your iPhone," “Set up your iPad," or “Set up your iPod” the first time you turn it on.

Clearly you haven't followed the advice provided - and sought assistance from Apple Support using the link provided within my initial reply. Similarly, you haven't followed the link also clearly shown in your own attached photo:
