Depends on what you want to upgrade to.

If you mean install newer iOS version, then it's free for supported versions of iOS. iOS 15.8.8 released in May being the most current version it can update to.

If you mean, upgrade to a newer iPhone model, then the cost will depend on which model you choose, minus any value you can get from the iPhone 7. Apple will only offer to recycle it at this time though so you would need to sell it privately or on a website like eBay, Facebook Marketplace or Craigslist.
