I want to create a Python script that will extract photos from the photos library by location. The latitude longitude data is stored in the Exif/metadata, but how is the ‘place name’ generated? For example, I want all the photos associated with ‘City_X’. I suspect this is happening under the hood somewhere and may not be searchable externally.

It is indeed an “under the hood” function — possibly tied to Maps — and not saved as part of the image file AFAIK.
A few instances of very odd behavior have been reported in this forum (e.g. the reported location being FAR from the actual — and accurate — geo coordinates in the image file) …
… including some analysis by a well-regarded member of this community …
… but the “how” and “why” of it’s behavior (or mis-behavior) was never revealed or documented to the best of my own recollections.
