The significant clue is the System Report message “No video capture devices were found.”
This means macOS is not currently identifying a video-capture device.
Since you have already reinstalled macOS, run diagnostics, and checked the relevant settings, I would next test the camera in Photo Booth or FaceTime.

If neither Photo Booth nor FaceTime can access the camera and System Report continues to show “No video capture devices were found,”
I would contact Apple Support or the retailer and provide them with that information. They can determine whether further diagnosis or service is necessary.

On your MacBook Neo running macOS 26.6, click Apple menu >> About This Mac >> More Info… >> System Report….
In the System Information window that opens, look in the left-hand column under Hardware and select Camera.
