You can – but I don't see why you would want to.
You can upgrade a MacBook Pro (16-inch, 2019) all the way to macOS 26 (Tahoe), and no further. Within a couple of months, Apple will be releasing macOS 27 (Golden Gate). When they do, Sequoia, Tahoe, and Golden Gate will be the "most recent three" versions of macOS – the only ones receiving the latest versions of Safari, and the ones receiving the most "love" from vendors like Adobe and Microsoft.
You might not want to upgrade to Tahoe, but I would suggest upgrading to Sequoia instead of sticking with Catalina, Big Sur, Monterey, Ventura, or Sonoma.
