Unless the iPad shows contact information on the lock screen, you’ll not be able to trace the owner. Apple will not assist with reuniting a device with its owner - as to do so, it may transgress privacy laws in various countries.
You would be best advised to hand the iPad to your local authorities - along with explanation of where and when the item was found. If found at a transport hub, hand the device to the associated lost and found department.
