How do I block a pacific merchant from taking money out of my Apple wallet without my consent

Contact the merchant and cancel the subscription and request a refund. If the charges are fraudulent report them to your local law enforcement and then report the fraud to your bank and request a refund for the fraudulent charges. Apple is not a bank and cannot stop the withdrawals.
