i forgot my admin acc password locked it out and recovery just gets stuck on the apple account password part

You may also be able to reset your password from your Apple Account.
UPDATE: fixed and I have admin (finally). panicking and deleting an ipod video backup gave me enough storage to update to macOS 27, which fixed recovery and let me reset my password.
