Thank you for the additional information. Each bank uses their own algorithm for evaluating potential fraud risk when provisioning a card for use with Apple Pay. Therefore one bank may approve adding one or more of their cards, while a different bank declines adding their card. Different algorithms deliver different results.
The hold is probably the issue. Most banks share information such as cards with past fraud alerts etc. The bank places a hold and then notifies the Payment Network Operator (Visa, Mastercard, American Express etc.). The PNO may alert other banks on their network to the hold. The PNO also participates in the provisioning process. It’s possible the PNO is blocking your cards as well. Your bank will have to work with the PNO to lift the restriction, if that’s the case.
Lastly, Apple doesn’t really participate in the provisioning process. They actually blind about the provisioning of individual accounts. Apple is never informed as to why an account is declined provisioning.
Please let me know what Apple says and we can go from there.
