Low Data Mode not enabling on iPhone 18 Pro with iOS 27

I cannot enable low-data mode on my iphone 18 pro using iOS27. It is automatically updated so the OS is up to date.

If I go into Cellular Data Options and click on "data mode" and then click on low data mode a check mark appears next to low data mode.

I then return to the Cellular Data Options page it still says I am in standard mode.

I have burned through an enormous amount of data since getting this phone and it's maddening.

Have you done a forced restart?

You need to continue holding the side button and the slider disappears and continue holding until the white Apple logo appears and then release. You may need to hold the side button for a minute or more in total.

I tried, but the force restart instructions (Force restart iPhone - Apple Support (CA)) don't work. They simply lead to a slider to turn the phone off.

But I have restarted it several times with no change in function.

The other thing that is strange is that the only way to get to the low data mode options is via searching for the setting. There is no option to select "Cellular Data Options" that I see anywhere in the Cellular settings panes.

I see. Did that. No effect. And the other odd issue persists: only way to get to low data mode is via the search function in settings.
