How to modify family organizer restrictions without apple device or being able to login to kid device

I had a very old iPhone I was using to manage kid tablets. We no longer have that phone and now I cannot approve installing new apps for the kid ipads. How do I remove the organizer approval for app installs when I cannot even sign out of a kid ipad "due to restrictions". Feel like we're screwed here and searching doesn't seem to help. All the solutions seem to hinge on the organizer having an apple device just for approvals, which does not help my situation. And it stinks that I have to remove kid safety restrictions just so they can use the devices. Hopefully someone knows how I can get this to work without buying more apple devices. Thanks.

It seems strange that you can not log-in to the children's iPads, and without knowing which iPadOS version is installed on the children's iPads, is it difficult to reply.


Eg: Wondering whether the children's iPads are up-to-date with iPadOS 27 installed ?

To check: Go to Settings > General > About

If so: There are new parental guidelines available.

Seems you can make some changes on the child's device.
