How to modify family organizer restrictions without apple device or being able to login to kid device

I had a very old iPhone I was using to manage kid tablets. We no longer have that phone and now I cannot approve installing new apps for the kid ipads. How do I remove the organizer approval for app installs when I cannot even sign out of a kid ipad "due to restrictions". Feel like we're screwed here and searching doesn't seem to help. All the solutions seem to hinge on the organizer having an apple device just for approvals, which does not help my situation. And it stinks that I have to remove kid safety restrictions just so they can use the devices. Hopefully someone knows how I can get this to work without buying more apple devices. Thanks.

There's a Family Sharing website

Family Sharing - Apple

Eg: says

" As the organizer, you’re responsible for adding to and managing your Family Sharing group. (If you turn on Purchase Sharing, you’ll be billed for existing and future media purchases and subscriptions made by all family members.) And if you set up Ask to Buy, you’re responsible for approving or denying purchase requests from members who aren’t yet adults."

Also says: “Family Sharing requires a personal Apple Account signed in to iCloud.”

(1) If you have a Library membership card from a Library that has computers for use by members, you may be able to access and manage your Apple Account there. I don't know how you would receive a verification code from Apple though, so you can prove you are you. Perhaps you have an android phone with a number that Apple trusts ?

(2) Also: If you had iCloud access on the old phone:

You may or may not be able to sign in to iCloud.com https://www.icloud.com/ with your Apple account details - likely the same details you use to log in here to the community.

(3) Yet there is no way I know of to change family sharing settings once they've been set up, without access to a parental device or child Apple device that allows access to the settings..

(4) If the Ask to buy requests were coming via email, you'd likely be able to log-in to your email account and answer the emails at a Library too.

If the children have their own Apple Accounts, as Apple suggests, safety restrictions are likely to still be turned on by default for child accounts.

Seems you can't use Family Sharing for control, as you no longer have a parent device to make changes or to disband the group.

Am unsure of how you set up the iPads to work.

(1) Can you simply turn off the screenTime password that's needed to sign out ... in one, (or both) of the iPads?

Settings > Screen Time > Manage Screen Time > Change Screen Time Password > Turn off Screen Time Passcode >

Enter your passcode to turn it off.

More info: If you can't sign out due to restrictions, or your Apple Account is grayed out in Settings - Apple Support

If that doesn't work for you:

(2) Wondering if you can shut down the iPad,

and then,

would you be able to log-in with your own password ?

If so: Settings > General > scroll down > Shut down

Then see if you can change the restrictions in ScreenTime, using the parent's passcode.

Re: "... what restriction removes the ability to logout of one device ..."

As far as I know: the particular restriction that stops one kid from logging out from his iPad can be found in Screen Time, in the Content and Privacy restrictions, as "Account Changes".

Have had no experience of this myself: seems likely that each iPad is controlled via a different Apple Account and with individually set up Screen Time settings.

You can check which account holder is logged-in on each iPad by viewing: Settings > [account ID name].

Eg: Search Assist says:

"Screen Time restrictions apply globally across all devices signed into the same Apple ID, meaning that if restrictions are enabled, they will affect the ability to log out on all devices associated with that account. To have different restrictions for each device, you would need to create separate Apple IDs for each device."

________

Thinking : It may be possible for you and your kids to take their iPads to an iPad session you book at an Apple store near you: You would soon find out whether they can help or not (or to phone, and ask first, would be good.)

Re: "How to modify family organizer restrictions without apple device or being able to login to kid device"

It seems strange that you can not log-in to the children's iPads, and without knowing which iPadOS version is installed on the children's iPads, is it difficult to reply.

Eg: Wondering whether the children's iPads are up-to-date with iPadOS 27 installed ?

To check: Go to Settings > General > About

____

If so: There are new parental guidelines available.

Seems you can make some changes on the child's device.

Below is one of the new articles for iOS 27:

Thank you for your prompt reply. iPadOS 15.8.8 is the latest iPadOS 15 update available.

Mmm. So, as the new parental guidelines begin with iPadOS 27 seems they won't work in your case.

Thanks for the link to ipad model identification. I'm not sure that helps in this scenario, because there are no ios updates for it and the current guidance is for the newest versions.

So I would like to convert the iPad Air 2 model to be the organizer device and none of the documentation seems to tell me how to do that considering it is locked in kid mode at this time and unable to be signed out of as the kid.

We have an iPad Air 11-inch (M4) running ios 26.7.1. Can I sign the kid out of that, login as the organizer, and then unlock the old iPad to make it the organizer iPad? How do I do that? I see that the newer iPad is logged in as the same kid but the signout is not grayed out.

I think the trouble is I don't have an apple device, but want to convert a kid old ipad to the organizer device and it's locked and I'm not sure how to unlock it. The sign out button is greyed out and I have no clue why other than "due to restrictions" and that could not be more vague. The newer ipad is able to be signed out. If I do that and sign in there, what restriction do I remove so that I can sign my kid out of the old ipad?
