I see you want to empty your account balance. The people on this forum—other users like yourself—cannot do this for you but there are two ways you can try:

#1. If you still have a valid credit or debit card from your original country, purchase an item for slightly more than your balance. The remainder will be billed to your card, leaving you with nothing in your account balance. This is the only solution for you to empty your balance if cannot contact Apple Support. This method is the easiest and has the additional benefit that you get to use your money for something for yourself instead of simply giving it to Apple.

#2. Ask Apple Support to remove and keep the balance. Live support is not available in all countries.

If you can neither add a payment method nor contact Apple, your alternative is to create a new Apple Account when you are in the new country. Avoid doing that if at all possible. It may cause many complications with your current account content.

If your Apple Account balance is a small amount—for example, ₹0.13—and you want to bring the balance down to ₹0.00, you can allow Apple to use that remaining store credit toward your next App Store or Apple subscription payment.

For example, suppose you have an Apple One subscription costing ₹365 and your Apple Account balance is ₹0.13. You can do the following:

1. Keep your Apple Account balance available. You cannot manually spend or remove the ₹0.13.
2. Go to Settings → [your name] → Payment & Shipping and check the order of your available payment methods.
3. Make sure your Apple Account balance is positioned to be used first, with the Debit Card or Credit Card you want Apple to use for the remaining amount placed immediately below it.
4. Wait until your Apple One renewal date arrives.
5. When Apple processes the ₹365 subscription payment, Apple will first apply the available ₹0.13 Apple Account balance toward the purchase.
6. The remaining ₹364.87 will then be charged to the Debit Card or Credit Card you placed as the next payment method.

In other words:

Apple One subscription: ₹365.00

Apple Account balance used: ₹0.13

Amount charged to your card: ₹364.87

Remaining Apple Account balance: ₹0.00

This is a convenient way of getting rid of a very small leftover Apple Account balance that might otherwise be difficult to spend.

The picture below illustrates this situation: the ₹0.13 store credit was applied toward the Apple One subscription, with the remaining amount being charged to the selected payment method.
