How do I download Game Pigeon for iMessage on a new iPhone after data transfer?

Why can't you download it? The App Store description says it "requires iOS 10.0 or later". Any current or recent iPhone would be running something that falls into the "or later" category.

• Is there some issue with your Apple Account (like lack of a registered payment method) that is preventing you from being able to download any apps?
• Are you a minor whose phone is blocking you from downloading the app because of parental restrictions?
• Are you in a part of the world where Game Pigeon is not in the App Store?
• If you can download the app, but it's not working, have you contacted the app developer?
