Contributors within the Apple Support Community (ASC) are all end-users, just like you. Other than the site Moderators, Apple neither monitors nor participates within the Support Community. As such, if you anticipate that Apple will see or act upon anything that you post here, you will be sadly disappointed.

Contributors have absolutely no influence with Apple or its Development Team. ASC is a user-to-user technical community. We can offer advice with operation of your devices - and guidance/help if you are experiencing difficulties. We can also direct you to technical resources and appropriate contact-points for Apple support.

As such, given that you appear to have a feature request - the most appropriate channel through which to communicate your request is via the Apple Product Feedback portal. For iPad and iPadOS, this can be accessed here:

This is a user-to-user forum. You are not speaking to Apple.

The iPad (A16) has a USB-C port that supports DisplayPort. It also supports Stage Manager. It does not support using Stage Manager to move windows to an external display. That requires an iPad based upon a M-series chip (like the chips in most Apple Silicon Macs).

Turn Stage Manager on or off on your iPad - Apple Support

When Stage Manager first came out, in iPadOS 16, it was only for iPads with M1 chips. The M1 chip was originally designed to power the first wave of Apple Silicon Macs, and was "beefier" than A-series chips of the time.

"When you put all this together, we can't deliver the full Stage Manager experience on any lesser system," added [Apple software engineering chief Craig] Federighi. "I mean, we would love to make it available everywhere we can. But this is what it requires. This is the experience we're going to carry into the future. We didn't want to constrain our design to something lesser, we're setting the benchmark for the future."

MacRumors (June 13, 2022) – Apple's Craig Federighi Further Explains Why Stage Manager is Only for M1 iPads

So while the iPad (A16) and iPad mini (A17 Pro) did not get all of the Stage Manager features, you may be lucky that they got Stage Manager at all.

As for a third party app for this? You can check the app store. I don’t think its a software issue, but worth looking I suppose.

I doubt if there is a third-party app that can modify the behavior of the windowing system in such a fundamental way.

Note that there is one machine based on an A-series chip that supports extended desktop mode. But it's a Mac. The MacBook Neo has an A18 Pro chip and 8 GB of RAM, instead of the A16 Bionic chip and 6 GB of RAM found in the iPad (A16). The MacBook Neo scores higher than the iPad (A16) on Metal (graphics) speed tests – even if the MacBook Neo can't hold a candle to a M5 MacBook Air.

The MacBook Neo can also swap out data modified in RAM to swap space on its SSD. The only iPads that can do that are those based on M-series chips. When iPhones and iPads first came out, using their flash memory in that way would probably have been a Bad Idea, and the memory management system was explicitly designed to work differently than the one on Macs.
