In most cases, delivery issues are always handled by the carrier of that parcel where you can open an investigation with them. This can be done in conjunction with the vendor and depending on the carrier they can track the parcel through the whole process until delivery. For example Fed Ex has a claims portal where you can submit for a refund of a non delivered package.

If the vendor has become uncooperative in providing any information for recovery through the carrier, then it can be considered a fraudulent purchase, which is what disputing a transaction through a bank is for. If that is the case and Goldman Sachs is still refusing to dispute the transaction, then you can escalate the matter and file a report with the CFPB, which is responsible for making sure banks comply with their obligations.
