Have you tried force restarting your phone?
Restart an unresponsive iPhone - Apple Support
If it's just a display glitch, that might fix it.
It almost looks like AssistiveTouch but it's not the right color (it's black on my iPhone using iOS 26.7.1). It could be a mouse pointer (How to use a pointer device with AssistiveTouch on your iPhone, iPad, or iPod touch - Apple Support) but I don't know many people using one on an iPhone (it's more common for iPads.)
Could you post a screenshot? Beside AssistiveTouch I don't know what this could be.
Certainly. Below is the image.
6x6 ~ At the top of the circle, notice a smaller, whiter ellipse (it's not the folder panel showing thru.) ...Could that be a clue?

assistive touch?
this is the extreme example from an Apple article.
That button is completely moveable.
Hi Alancito, I see what you mean. It looks like a Liquid Glass (3D) artifact. Could it be some sort of magnifying glass (even though it's not transparent enough)?

Dunno. To be clearer, I filled in the small ellipse with red:
