My ipad 9th gen won’t charge and it has been connected to the power cables provided. I tried a diffrent apple charger, still nothing. It is on dead battery screen and says charging even though it’s been connected 1+ hours to the charger. Any fixes? Update: The same charger worked fine on my iPhone 7.

Looking at your screenshot it is not charging. The charger must be able to supply a minimum of 12 watts, and 20 watts or more is recommended. If you try that and it doesn’t solve the problem contact Apple support: Contact Apple for support and service - Apple Support
