How to resolve 130A.000 and 067E.004B codes during iPhone update from backup?

I have a new Iphone 17 and I'm trying the install the backup from my old phone off my computer. The backup on Apple Devices app asked me to update the new phone. During the update process of the new phone it gets locked up. I get either a 130A.000 or 067E.004B code. How do I resolve these codes so my phone will update?

There are a variety of reasons for that error:

VPN/Security software on the computer. Remove and try again.
Bad Cable, Try with a different cable.
Ports making the connection on either the computer or phone. If using a Hub to connect the phone, connect it directly to the computer or try a different port on the computer.
Old version of the Apple Devices app, Remove and reinstall again from the store.
I would also trying updating the OS on the phone by setting it up first without using a computer. You can then try restoring it with the Apple Devices app using the backup from your old phone.
