Sanctioning Apple for causing emotional and financial harm to users
Is there any regulator that can require Apple to provide iMessage service to iphone users and fine them for blocking it without openly investigating spam reports?

You don't have any fundamental right to messaging. It's not a public service, but a private one covered by the Ts&Cs you accepted when you bought your device. You could take Apple to court if your lawyer thinks that you can make a case that Apple broke the contract.
Best of luck.
