Nope, none of us here are from Apple. This is a Community support site made up of volunteers where Apple does not participate in providing support. The information for contact with Apple employees has been provided.

Ok, from that screenshot when you tap Some iCloud Data Isn't Syncing there should be a button to tap that says Resume Syncing. After tapping that you should be asked to enter the Passcode that was previously used.
Get temporary iCloud storage when you buy a new iPhone or iPad - Apple Support

The problem is the get ready for your new iPad
That is the exact message you will see when resetting your device depending on the option you have chosen. That is why I had asked if you had forgot your password requiring the device to be reset. It does not mean you had purchased a new iPad, the temporary iCloud storage space is created when there is not enough iCloud space available and your device will use that temporary space for the backup. Once the time has passed, the temporary storage space used by that backup will be deleted, and the message will go away.
You will still have the warning message showing Some iCloud Data Isn't Syncing, until that has been resolved, and similarly that is what would be expected when you had forgotten the Passcode and reset the device.
