How to locate owner of found AirPods?

Take them to the base's Lost & Found department, or post notices around where you found them. You won't be able to get the owner's contact information unless they choose to give it to you.

Hello~It’s very nice of you to want and return the AirPods. Is there a lost and found there or perhaps take them directly to the Provost Marshal's Office or Security. Let them know the first name that you were able to find.

It didn't work because your friend is misinformed. You can't use Find My to find the owner and Apple doesn't get involved in lost or stolen devices. So the advice everyone is offering which is to turn them over to the lost and found on the base is your best option.
