Why bother if you don't have an iPad?
"Experiment." That is infuriatingly unhelpful.
The easiest thing I have found is:
Create a document on the iPad;
save it in a folder called "my templates" or whatever;
Then when you want to create another document based on your template:
hold your finger on it until it 'wiggles';
make sure it is 'selected' with a colored border around it by touching the wiggling document (if it isn't already selected);
click on the + sign on the upper left-hand corner and it will create a copy of the template ready for editing; and
if you are organizational freak, drag the copy of the template into the final location of the document you are about to write, so as to not confuse it as the original template.
Hope that helps.
I just discovered this today by accident. It does seem the easiest way to create a new document with the format you want.
