Itunes is refusing to accept my new billing address

Hi,
A week ago I updated my Paypal Billing address ( from Paypal website )
after that, I tried to purchase contents from Itunes store, but to no avail. It keeps telling me to update my billing address, and when I do so and press "Done" it tells me the following:
" There were errors or omissions in the information. Please correct the indicated items "
there are no indicated items !
" Your credit card was declined. Please enter valid Credit Card Information "
and it shows the OLD Billing address

each time I try to update my billing address on itunes and press "Done"
it loads back the OLD billing address
any help?

( FYI : my paypal account is working just fine I tried it on many different site and it works just fine )

Since you've been able to update your address at the AppleID site, try this:

* Log out of iTunes on your iPhone and cycle the power on the phone.
* Sign into iTunes, then click on the little downward-pointing triangle next to your Apple ID in the upper-right corner of iTunes and choose "Account".
* Click "Edit Payment Information".
* Choose "None" as your payment option, make sure all your address and phone number information already listed is correct, fix anything that isn't correct, and click "Done". This will force iTunes to verify your account information as it exists in iTunes with what is registered for your Apple ID at https://appleid.apple.com.
* You may be asked to verify the county for your billing address (for sales tax purchases); make sure this is correct, or transactions could be refused. Click "Done" when finished.
* Go back to the "Account" screen and choose "Edit Payment Information" again.
* Choose either the credit card logo of the card you want to use or choose "PayPal".
* If you choose PayPal, follow the directions on the web page that pops up in your browser to verify your PayPal account and link it with your Apple ID. Click "Return to iTunes Store" inside the web browser to return control to iTunes, then click "Done".
* If you choose to enter a credit card, make sure EVERYTHING is correct on the page--your credit card type, account number, CVV, billing address, etc.--and then click "Done".

That SHOULD allow you to purchase through iTunes on your iPhone. If you're still having problems after all of this, contact iTunes Support via e-mail. This is important -- the more help requests Apple gets about this issue, the more seriously they will have to take it and the more likely it will be that they address the problem with the seriousness it deserves. So glad I'm not the only one having this issue. iTunes is assigning me a different zip code than what I give it - the first 5 digits are correct, but the "-xxxx" part is wrong. If I update it through the website, it sticks.. but I can't buy anything.

Every card I've tried now just says "declined", and it also doesn't accept my Paypal account. This is extremely frustrating.

Same problem here on my wife's account. After selecting the billing county I get the -xxxx appended to the zip. I've just tried updating her credit card account info at the bank to add this -xxxx to the address to see whether this'll fix it.

Very frustrating ... does seem to be since iTunes10 download judging by the timing of all this. We changed nothing and all of a sudden got asked to verify the billing info.

I don't think that's my problem--or if it, then I'm confused as to what to change. I have tried two different credit cards and my Paypal account, and I cannot buy anything through iTunes. But I've also tried to call Apple and I've bounced back and forth through various sales and tech support folks and no one can help. I've emailed the iTunes support links and again, no one can help.

I'm desparate, folks! I finally bought two iTunes gift cards at the Apple Store so I can get what I need--and lo and behold, my credit card worked there!

Its really ridiculous that a huge company like apple keeps ignoring their customers this way
I've been a loyal costumer since 2006, I was able to convince more than 8 to convert to Macs.
Everyone of them is complaining about the products they have bought
I don't know what apple have changed but most of its products are released too early that they haven't done enough testing! Just to list few:
My MBP battery died after 25 Cycles, and I bought another one that lived for 40 Cycles ! and finally I bought a third party battery and guess what ?! i'm still using it ( currently 284 Cycles! )
early released Ipads have problems with there WiFi
IMac.... the screen issue
Iphone 4 white is still not released!

Bottom line:
Do I love the products? Yes I do
Do I like the quality of the products? No
Do I like the way apple handling issues? **** NO

Message to Jobs: "Quality Control" !
