What does "partial album" mean?

It means that there are tracks on the physical CD that are not available from the iTunes Music Store. Usually this occurs because there may be a different copyright holder for one or two songs on the album, and that entity has not given permission for those tracks to be sold on iTunes.

A partial album is one that does not include all the tracks that are on the CD version that you'd buy in a store.

For whatever reason, certain albums have tracks that the iTunes Music Store could not acquire the rights to make available for download.
