I've searched everywhere on here and on Youtube and can't seem to find how I can add color to a black and white photo using Aperture 3 that was taken in black and white.

I don't believe you can do this with Aperture. If you start with a color photo you can do this using black & white and brushes, but you can't add color to a photo that started as black and white.
Aperture may not be the best tool, but you can do it in at least one somewhat cumbersome way:
1. Go to the Inspector > Enhance > Tint.
2. Play with some values of the three different colour wheels.
3. Click on Adjustments > Quick Brushes > Tint.
4. Paint along.
You can change the colour in the Inspector Tint section (not Enhance > Tint, this time, but just Tint) by changing the "Angle".
I have not played enough with this to be sure how to best add for example a red blob to a flower, but it should be possible.

How do you do it with an image that started in color? I've changed the image to B&W and am not trying to find a brush to add color only to a shirt in the photo. Can't figure out how to do it.
Click on the little gear in the Black and White brick on the Adjustments Tab in the Inspector and choose Brush Black and White Away.
