I'm getting the same message as well.. I've been trying to download movies and it's been saying 'itunes temporary available' so at the moment I have 28 downloads available which I can't download when I click on it.
And Apple is already charging it from my bank account.
I've tried everything, checking internet connection, restarting computer, checking software updates etc... Is there any solution to this other than going through Tech Support because from what I've been reading on this post they're useless. What is going on????
I'm having the same problem. I've been trying to download 1 app and 7 movies and they all are under "8 iTunes Downloads Available" but when I chem for them, it tells me iTunes is unable and that the Store is currenty unavailable. Don't know what is going on !
After I got the last update to ITUNES 10.5 I had the same problem. I finally found the problem! I was on the phone with escalated support for over an hour! The upgrade had turned the parental controls under preferences to BLOCK for ITUNES U and for ITUNES APPS. I unchecked it and now it is business as usual.

I hope this helps everyone. You must first simply close out of the sync and go to iTunes store and click on the top right box that shows your apple id and enter your passcode and then you will deauthorize all accounts then exit. Once you begin your sync again, you will authorize the computer you use for sync and it will work. Just worked for me after spending 1 hour and 1/2 clicking on authorize and then authorize again to no avail. God Bless and Good Luck.

It seems like it is the "&" symbol in billing addresses. The above thread mentioned this, however clearing the cache isn't necessary. I had this same problem and removing the & worked.
I was having the same issue, I could download music fine but no apps or app updates. I just went and took the "&" out of my billing address name and instantly all my devices can download apps and updates again! PHEW!
Ditto on the store unavailable. It also affected both of my iPhones with the message cannot connect to store. We couldn't update apps or download anything, whether it was to our mac, pc or iPhones. Went in and took the & out, all is good! Weird huh?
Same for me, is anyone checked with Apple?
My problem is I can't even connect to the store to change any account info. So this has to be an issue with ITunes, just too bad the support is hardly that and can't see to help.
Thanks for the info guys. I have not been able to connect for 3 days, had a service ticket open with no luck, saw your posts, removed the "&" from the name line in my billing address and instantly my iPhone could connect again. Thanks!
Taking the & out of our names on the account settings worked. My wife and I share the account it said Greg & Amy. I changed it to Greg and Amy and everything is working now.
Any suggestions for someone without a & in their account name?

After 4 days of frustration my iPad is working and downloading. i changed the & in my billing address for and, and it worked!!!!
At the end, I found the "&" mark at the name of the family name, removed it and all become good....
Updating to the latest iTunes fixed my connection to the App Store.
